Before introduction
While social concern for drunk driving was growing, how to establish a control system to prevent drunk driving became an important issue, not only for avoidance of traffic accidents but also from the viewpoint of preserving the reputation of a reliable company.
The challenge was absolute alcohol testing in remote places such as accommodation facilities.
HATO BUS promptly introduced a stationary breathalyzer system and made drivers in the headquarters thoroughly test for alcohol. However,
when a driver works in a remote place and stays overnight, the conventional stationary breathalyzer cannot be used, and the responsible personnel had to check them face-to-face or confirm that they were not drunk over the phone. However, in order to completely eliminate drunk driving, it was required to specifically conduct alcohol testing even in a remote place.
Another challenge was the credibility of alcohol testing in remote places.
The alcohol testing system in a remote place did not allow identification by checking faces.
In order to prevent substitute test takers, further reliable data was required. It was also a key point that the test results could be accurately checked in any location.
After introduction
Forty units of the ALC-Mobile breathalyzer system for professional use were introduced.
Linking the breathalyzer and au phone allows real-time checks of the test results, which achieves a solid system for drinking control in remote places.
Data transmission via au phone enables alcohol testing in remote places.
A driver who will go to a remote location and stay overnight carries the ALC-Mobile when leaving.
One hour before departure, they just blow into the device. The test results are automatically sent from the connected cellular phone to the server at headquarters and shown on the PC display in the travel control center in real-time. If alcohol is detected, the red indication is displayed and an alarm sounds for notification. In this way, a solid system for drinking control in remote places is achieved.
Utilizing the cellular phone camera and GPS locator functions ensures credibility.
Regarding testing in a remote location, not only knowing the alcohol concentration results but also proof that the identified driver took the test is important.
Then au phone plays a significant role. On testing, the location and time information from the GPS locator and clock function of the au phone, as well as the picture of the subject taken with the au phone, is also automatically transmitted. Meanwhile in the travel control center, the test results together with the headshot, location data, and time are checked to ensure reliability. In addition, judging disciplinary action for the drivers who could not perform their tasks due to drinking uses this objective data as the criteria, which leads to a further complete drinking control system.
Solid alcohol testing is performed in isolated districts.
In the tourism business, they frequently go to mountain areas. Therefore, alcohol testing is required even if the cellular phone is out of service.
This system shows the encrypted test results on the cellular phone display after testing. Notifying the manager of the numbers using a pay phone in the neighborhood accomplishes the checking of the test results. In addition, up to ten test results are stored on the cellular phone and will be transmitted when entering the service area. Uniform management is carried out in this way.
Introduced system and its features
They introduced forty units of the ALC-Mobile breathalyzer system for professional use,
which was jointly developed by Tokai Denshi and KDDI. The combination of highly accurate breathalyzer and the au phone results in automatic transmission of test data to the PC in the travel control center. The picture, location, and time data are simultaneously sent to prove accuracy of the test results.

Before introducing this system, the travel control staff conducted spot checking, which was inefficient and revealed a crucial problem on management in that not all drivers could be made to take the tests. We are satisfied with this system for the capability of thorough control. As the industry-leading level of highly accurate alcohol testing is achieved, both mobility and accuracy are sufficient, and additional information, such as the test time and location data, can be obtained. In addition, as previous records are stored as electronic data and can be accurately organized by drivers, date, and time, it is useful for audits of administrative agencies and analysis to prevent accidents.
